(a) The Office of State Procurement shall promulgate rules governing implementation of this chapter.
(b) (1) The office shall investigate an alleged violation of the rules promulgated under this chapter.(2) The office shall notify the work center concerned in the investigation by the office under subdivision (b)(1) of this section and afford the work center an opportunity to submit a statement of facts and evidence.
