Approval or disapproval of contracts

(a) The State Procurement Director may make whatever additional inquiry he or she deems necessary and may require that additional information be supplied if he or she has reason to believe that the contract should be rejected because it does not comply with this chapter.

(b) The director shall return to the contracting state agency any contract that fails to comply with the applicable laws and rules governing the contract and shall approve any contract that complies with this chapter.

(c) (1) The director has final authority over the supervision and approval of all contracts described in this chapter.(2) However, the director shall seek review of the Legislative Council or the Joint Budget Committee before approving or disapproving any contract or class or group of contracts authorized under this chapter, unless the Legislative Council or Joint Budget Committee specifically exempts the contract or class or group of contracts by formal committee action.
