(a) The State Highway Commission may develop a Construction Manager-General Contractor Method of Procurement Program.
(b) The commission may use the Construction Manager-General Contractor Method of Procurement Program for any transportation project for which the construction cost estimate prepared under § 19-70-204 does not exceed three hundred million dollars ($300,000,000).
