(a) All persons weighing cotton for the public in this state and receiving compensation therefor shall be required to keep a book or record of all cotton weighed by them, giving:(1) The weight and marks of each bale;(2) For whom weighed; and(3) To whom sold where the purchaser is known to the weigher.

(b) The book or record shall be kept subject to inspection by the public.
