(1) The purpose of this subchapter is to provide for the development, establishment, and enforcement of basic standards for:(1) The health, care, and treatment of persons in long-term care facilities; and(2) The construction, maintenance, and operation of these facilities which will ensure safe, adequate, and appropriate care, treatment, and health of persons in the facilities.
