(1) The State Board of Health shall make necessary rules relating to tourist camps, hotels, or rooming houses not in conflict with any provision of this subchapter in order that:(1) The health and safety of guests may be protected; and(2) Tourist camps, hotels, or rooming houses may be operated in a lawful manner.
