The Director of Arkansas Tobacco Control may promulgate rules for the proper enforcement of his or her powers and duties under this subchapter, including without limitation the regulation of the processing, transportation, delivery, sale, and purchase of consumable hemp products in accordance with this subchapter and the power to levy penalties for violations of this subchapter.
