(a) The Department of Health shall use funds from the Tobacco Settlement Proceeds Act, § 19-90-101 et seq., to establish the Great Strides Grant Program.
(b) (1) The department shall promulgate rules to create a grant program which will allow local communities to participate in the Great Strides Grant Program.(2) The department shall give priority in meeting the goals of this subchapter to grant proposals from rural communities.
