(a) The Arkansas Public Service Commission shall promulgate rules to implement and administer this subchapter.
(b) Rules that the commission shall promulgate under this subchapter include without limitation rules relating to:(1) Requirements and terms for a permit for the construction, operation, or redevelopment of a wind energy facility or a wind energy facility expansion;(2) Requirements for an application for a permit for the construction, operation, or redevelopment of a wind energy facility or a wind energy facility expansion;(3) Requirements for a renewal application for a permit for the construction, operation, or redevelopment of a wind energy facility or a wind energy facility expansion; and(4) The erection, construction, reconstruction, change, alteration, maintenance, use, operation, and decommissioning of wind energy facilities, including without limitation the:(A) Interconnection of power lines with regional transmission organizations, independent transmission system operators, or similar organizations; and(B) Establishment of necessary cooperation for site visits and enforcement investigations.
