(a) (1) If a hearing has been held and the Bank Commissioner has entered an order denying the application for acquisition of control filed under § 23-51-602 and the order has become final, the proposed transferee may appeal the final order by filing a petition for judicial review under the Arkansas Administrative Procedure Act, § 25-15-201 et seq.(2) The time for filing a petition for judicial review under subdivision (a)(1) of this section shall run from the date the final decision of the commissioner is mailed or delivered, in written form, to the parties desiring to appeal.

(2) The time for filing a petition for judicial review under subdivision (a)(1) of this section shall run from the date the final decision of the commissioner is mailed or delivered, in written form, to the parties desiring to appeal.
(b) The filing of an appeal under this section does not stay the order of the commissioner.
