Ark. Code Ann. § 27-16-812

(a) (1) A person may apply to the Office of Driver Services to obtain a veteran designation on a driver's license or identification card issued under this subchapter by providing:(A) A military discharge document that shows a discharge status of “honorable” or “general under honorable conditions” and establishes the person's service in the United States Armed Forces, including without limitation a:(i) United States Department of Defense DD Form 214 Certificate of Release or Discharge from Active Duty;(ii) National Guard Bureau NGB Form 22 Report of Separation and Record of Service;(iii) Veteran Identification Card issued by the United States Department of Veterans Affairs;(iv) United States Department of Defense Form DD 256;(v) United States Department of Defense Form DD 257;(vi) United States Department of Defense Form DD 2, Retired; or(vii) United States Department of Defense Form DD 2, Reserve Retired; and(B) Payment of the fee for the driver's license or identification card authorized under this chapter.(2) If the person is seeking a duplicate or substitute driver's license with the veteran designation and his or her driver's license has not expired, the fee shall be as provided under § 27-16-806.

(iv) United States Department of Defense Form DD 256;

(v) United States Department of Defense Form DD 257;

(vi) United States Department of Defense Form DD 2, Retired; or

(vii) United States Department of Defense Form DD 2, Reserve Retired; and

(B) Payment of the fee for the driver's license or identification card authorized under this chapter.

(2) If the person is seeking a duplicate or substitute driver's license with the veteran designation and his or her driver's license has not expired, the fee shall be as provided under § 27-16-806.

(b) The Office of Driver Services may:(1) Determine the appropriate placement of the veteran designation on the driver's licenses and identification cards authorized under this section; and(2) Promulgate the necessary rules for the administration of this section.
