Operation by minors — Manner of operation

Ark. Code Ann. § 27-21-107 — under All-Terrain Vehicles and Utility Task Vehicles.

(a) (1) A person twelve (12) years of age or older shall be entitled to operate an all-terrain vehicle in this state if the use is in compliance with all other provisions of this chapter.(2) A person less than twelve (12) years of age shall be entitled to operate an all-terrain vehicle in this state only if he or she is under the direct supervision of a person who is at least eighteen (18) years of age or if he or she is on land owned by, leased, rented, or under the direct control of his or her parent or legal guardian, or if he or she is on land with the permission of the owner.

(1) A person twelve (12) years of age or older shall be entitled to operate an all-terrain vehicle in this state if the use is in compliance with all other provisions of this chapter.

(2) A person less than twelve (12) years of age shall be entitled to operate an all-terrain vehicle in this state only if he or she is under the direct supervision of a person who is at least eighteen (18) years of age or if he or she is on land owned by, leased, rented, or under the direct control of his or her parent or legal guardian, or if he or she is on land with the permission of the owner.

(b) A person shall not operate an all-terrain vehicle in this state:(1) At a rate of speed greater than is reasonable and proper under the conditions then existing; and(2) During the hours from one-half (½) hour after sunset to one-half (½) hour before sunrise without displaying a lighted headlight and a lighted taillight.

(c) An operator of a utility task vehicle that is travelling on a public street or highway as authorized under § 27-21-111(a)(2) shall:(1) Have a valid driver's license;(2) Be subject to the restrictions stated in § 27-16-804;(3) Register the utility task vehicle under § 27-14-701 et seq. and display the registration decal for the utility task vehicle on the driver's side roll bar of the utility task vehicle;(4) Maintain insurance that meets the requirements for private passenger motor vehicles under § 23-89-201 et seq.;(5) Carry proof of insurance covering the utility task vehicle as required under the Motor Vehicle Safety Responsibility Act, § 27-19-101 et seq., and § 27-22-101 et seq.; and(6) Comply with the rules of the road as provided under § 27-51-101 et seq.

(1) Have a valid driver's license;

(2) Be subject to the restrictions stated in § 27-16-804;

(3) Register the utility task vehicle under § 27-14-701 et seq. and display the registration decal for the utility task vehicle on the driver's side roll bar of the utility task vehicle;

(4) Maintain insurance that meets the requirements for private passenger motor vehicles under § 23-89-201 et seq.;

(5) Carry proof of insurance covering the utility task vehicle as required under the Motor Vehicle Safety Responsibility Act, § 27-19-101 et seq., and § 27-22-101 et seq.; and

(6) Comply with the rules of the road as provided under § 27-51-101 et seq.
