(1) The Secretary of the Department of Finance and Administration may create and issue additional special license plates under this subchapter if:(1) A nonprofit public service organization applies for the issuance of an additional nominal fee special license plate under this subchapter;(2) The creation and issuance of the special license plate will have a minimal annual fiscal and budgetary impact as determined by the secretary; and(3) The special license plate may only be obtained by a limited group of owners of motor vehicles who meet the specific eligibility criteria to obtain the special license plate for a purpose exclusively related to their eligibility.
