Ark. Code Ann. § 27-76-204

(1) Upon creation of a regional mobility authority:(1) The regional mobility authority and its members shall:(A) Constitute a public corporation; and(B) Have perpetual succession; and(2) The regional mobility authority and its members may:(A) Contract and be contracted with;(B) Sue and be sued in tort to the extent that it has expressly waived liability in writing; and(C) Have and use a common seal.
