Ark. Code Ann. § 5-55-103

(a) It is unlawful for any person to commit Medicaid fraud as prohibited by § 5-55-111.

(b) Medicaid fraud is a:(1) Class C felony if the aggregate amount of payments illegally claimed is two thousand five hundred dollars ($2,500) or more but less than five thousand dollars ($5,000);(2) Class B felony if the aggregate amount of payments illegally claimed is five thousand dollars ($5,000) or more but less than twenty-five thousand dollars ($25,000); and(3) Class A felony if the aggregate amount of payments illegally claimed is twenty-five thousand dollars ($25,000) or more.

(1) Class C felony if the aggregate amount of payments illegally claimed is two thousand five hundred dollars ($2,500) or more but less than five thousand dollars ($5,000);

(2) Class B felony if the aggregate amount of payments illegally claimed is five thousand dollars ($5,000) or more but less than twenty-five thousand dollars ($25,000); and

(3) Class A felony if the aggregate amount of payments illegally claimed is twenty-five thousand dollars ($25,000) or more.

(c) Otherwise, Medicaid fraud is a Class A misdemeanor.
