(a) Any school district or any board of directors thereof may:(1) Operate a program of public recreation and playgrounds;(2) Acquire, equip, and maintain land, buildings, or other recreational facilities; and(3) Expend funds for the operation of the program pursuant to the provisions of this subchapter.

(b) However, the provisions of this subchapter shall not apply to § 17-22-201 et seq.
