(1) It is the purpose of this subchapter to initiate a broad array of legislative authority whose purpose it is to:(1) Upgrade the quality and quantity of postsecondary vocational and technical education;(2) Permit the expansion of programs leading to associate of applied science degrees; and(3) Augment the Arkansas Higher Education Coordinating Board by increasing its membership that is representative of business and industry, including the service-oriented industries in Arkansas.
