(a) The Office of Skills Development shall promulgate rules necessary to implement this subchapter, including without limitation rules addressing the registration, deregistration, cancellation, and reinstatement of pre-apprenticeships, apprenticeships, and apprentices.
(b) A rule promulgated under this subchapter shall conform to the registered apprenticeship regulations under 29 C.F.R. §§ 29 and 30.
