(a) There is established the Arkansas Apprenticeship Council to be an advisory council composed of individuals representing employer organizations and employee organizations who:(1) Have operational experience of registered apprenticeship programs; or(2) Employ registered apprentices.
(1) Have operational experience of registered apprenticeship programs; or
(2) Employ registered apprentices.
(b) The Governor shall appoint the members of the council who shall have the following qualifications:(1) Two (2) members representing employer organizations;(2) Two (2) members representing employee organizations; and(3) Three (3) members representing the public who:(A) Have operational experience of registered apprenticeship programs; or(B) Employ registered apprentices.
(1) Two (2) members representing employer organizations;

(3) Three (3) members representing the public who:(A) Have operational experience of registered apprenticeship programs; or(B) Employ registered apprentices.
(A) Have operational experience of registered apprenticeship programs; or
(B) Employ registered apprentices.
(c) A member of the council shall serve a term of four (4) years.
(d) A vacancy shall be filled by the Governor for the unexpired portion of the vacated term.
(e) A majority of the members of the council shall represent the construction industry.
(f) The council shall meet at least four (4) times in a fiscal year.
(g) The council shall:(1) Advise the State Apprenticeship Agency regarding duties under § 6-52-305;(2) Provide community outreach and education regarding the benefits of apprenticeship;(3) Establish approved training methods for the operation of apprenticeship programs in Arkansas;(4) Establish enforcement actions for apprenticeship program sponsors that are not operating in accordance with the rules of Arkansas Registered Apprenticeship Programs; and(5) Establish journeyman-to-apprentice ratios.
