(1) It is the policy of the state to adhere to the following hierarchy of waste minimization and management:(1) Reduce waste production at the source;(2) Recover and reuse resources and wastes;(3) Recycle on-site or, if this is not feasible, off-site;(4) Treat wastes to reduce volume and toxicity, including incineration; and(5) Dispose of any remaining wastes in a manner which serves to protect the quality of air, water, and land resources.
