(1) If the Division of Environmental Quality requires a person to obtain an animal waste management plan, including a permit application, prepared by a professional engineer as defined in § 17-30-101, the person may substitute a plan prepared under the supervision of a professional engineer employed by one (1) of the following agencies:(1) A conservation district;(2) The Arkansas Natural Resources Commission;(3) The United States Natural Resources Conservation Service; or(4) The University of Arkansas Cooperative Extension Service.
