If the center is established by the Regents of the University of California, it is the intent of the Legislature that the administrative costs of establishing the center shall be supported from existing resources of the university.

“Person” means an individual, firm, corporation, association, or any other business entity, and includes a state agency that engages in any of the commercial activities regulated pursuant to this chapter.

“Secretary” means the Secretary of Food and Agriculture.
