In addition to any other fee imposed by this article 3, an applicant for a special license plate created by rule in accordance with section 42-3-207, as the section existed when the plate was created, personalized plates issued under section 42-3-211, or special license plates issued under sections 42-3-212 to 42-3-214, sections 42-3-217 to 42-3-218, sections 42-3-221 to 42-3-234, sections 42-3-237 to 42-3-258, sections 42-3-260 to 42-3-265, and sections 42-3-267 to 42-3-271 shall pay an issuance fee of twenty-five dollars; except that the fee is not imposed on special license plates exempted from additional fees for the issuance of a military special license plate by section 42-3-213 (1)(b)(II). The department shall transfer the money from the fee to the state treasurer, who shall credit it to the Colorado DRIVES vehicle services account created in section 42-1-211 (2).

42-3-313. Fee for long-term or permanent registration - trailers and semitrailers. (1) In lieu of any other fee imposed for registration, the fee for registration issued under section 42-3-102 (4) is twenty-four dollars and fifty cents.
(2) (a) The department or authorized agent who registered the commercial trailer or semitrailer may retain two dollars of the registration fee.
(b) The department or authorized agent shall retain one dollar and fifty cents of the fee, which the department shall transfer to the county, if applicable, and the county shall allocate to the county road and bridge fund.
(c) The department shall transfer the remainder of the fee to the state treasurer, who shall credit the following amounts to the following funds:
(I) Fifty cents to the Colorado state titling and registration account created in section 42-1-211 (2) within the highway users tax fund until July 1, 2019, and thereafter to the Colorado DRIVES vehicle services account created in section 42-1-211 (2) within the highway users tax fund;
(II) Two dollars and fifty cents to the license plate cash fund created in section 42-3-301 (1)(b);
(III) Five dollars to the statewide bridge and tunnel enterprise special revenue fund created in section 43-4-805 (3)(a); and
(IV) The remainder of the fee to the highway users tax fund.
