Every charter shall contain procedures for the initiative and referendum of measures and for the recall of elected officers.

ANNOTATION
The equal protection clause of the fourteenth amendment to the U.S. Constitution does not command Colorado to grant the power of initiative to the electors of statutory counties simply because it has granted that power to the electors of home rule counties.
