AN ACT CONCERNING THE RECORDING OF A MILITARY DISCHARGE CHARACTERIZATION UPON A STATE VETERANS REGISTRY AS "HONORABLE" AND MAKING A MINOR TECHNICAL REVISION TO A CERTAIN SUCH CHARACTERIZATION.

To allow any person who received an other than honorable discharge and who believes such discharge characterization was based on such person's sexual orientation, gender identity or gender expression to apply to have such person's discharge characterization recorded upon a state veterans registry as "honorable".

To increase the maximum number of children being provided care in a family child care home from nine to twelve children.

To clarify that persons employed at cannabis establishments are to be paid the minimum fair wage.

To prohibit a municipal or special taxing district pension system from diminishing or eliminating rights and benefits granted to a retiree under a pension or retirement system due to such retiree receiving permanent partial disability benefits.

AN ACT CONCERNING HAZARD PENSIONS FOR CERTAIN JUDICIAL EMPLOYEES.

To add investigators in the Division of Public Defender Services, investigators in the Division of Criminal Justice and support service investigators in Support Enforcement Services to the definition of "hazardous duty member" for the purposes of the State Employees Retirement Act.

To prohibit distribution of certain deceptive synthetic media within the ninety-day period preceding an election or primary.

AN ACT CONCERNING THE WAIVER OF CERTAIN CRIMINAL HISTORY RECORDS CHECK FEES FOR AN INDIGENT PERSON SEEKING A PARDON.

To allow the waiver of certain criminal history records check fees for an indigent person who is seeking a pardon.

AN ACT CONCERNING THE ATTORNEY GENERAL'S RECOMMENDATIONS REGARDING CONSUMER PRODUCTS, ABNORMAL ECONOMIC DISRUPTIONS AND PRECIPITATING EVENTS.

To (1) provide that no vendor shall downsize, or reduce the quantity, amount, weight or size of, any consumer product unless such vendor (A) reduces the price charged for such product by a commensurate amount, or (B) discloses that such vendor has made such downsizing or reduction, (2) authorize the Attorney General to declare and respond to abnormal economic disruptions, (3) prohibit vendors from charging unconscionably excessive prices following precipitating events, and (4) modify the procedures applicable to persons who fail to adhere to provisions concerning precipitating events.

AN ACT IMPLEMENTING THE RECOMMENDATION OF THE CONNECTICUT AIRPORT AUTHORITY REGARDING THE PROJECTION OF A LASER AT AN AIRCRAFT OR THE FLIGHT PATH OF AN AIRCRAFT.

To prohibit (1) equipping an unmanned aircraft with a deadly weapon, (2) operating an unmanned aircraft in close proximity to a critical infrastructure facility, and (3) projecting a laser on or at an aircraft or the flight path of an aircraft.

To (1) require a landlord to provide to a tenant an accounting of charges, payments and balances owed, (2) require a landlord to apply rent payments to current rent before arrearages, (3) prohibit a landlord from requiring a tenant to pay a surcharge for a month-to-month lease or holding over beyond the term of the lease, (4) require a landlord to provide written notice to a tenant that such tenant is entitled to file a complaint with a fair rent commission to dispute a rent increase, (5) require a landlord to provide a tenant with an application for admission as an elector, and (6) establish as an unfair trade practice a landlord marketing a lease containing provisions that are contrary to state law.

AN ACT CONCERNING THE INCOME THRESHOLD FOR TENANTS RENTING A DWELLING UNIT IN A SET-ASIDE DEVELOPMENT.

To permit a tenant renting a dwelling unit in a set-aside development to continue renting such dwelling unit for three years after such tenant's income exceeds the statutory income threshold.

AN ACT REQUIRING MUNICIPALITIES TO PROVIDE A PENSION TO POLICE OFFICERS AND FIREFIGHTERS THROUGH PARTICIPATION IN THE MUNICIPAL EMPLOYEES' RETIREMENT SYSTEM OR ANOTHER COMPARABLE PENSION SYSTEM.

To require that municipalities employing police officers and firefighters provide such police officers and firefighters with pensions through the municipal employees' retirement system or another system that offers comparable or superior benefits.

AN ACT ADDING WITNESSING A SERIOUS PHYSICAL INJURY AS A QUALIFYING EVENT FOR PURPOSES OF POST-TRAUMATIC STRESS INJURY WORKERS' COMPENSATION COVERAGE.

To add witnessing a serious physical injury to a person that does not result in the death or permanent disfigurement of such person as a qualifying event for an employee to be eligible for workers' compensation coverage for a post-traumatic stress injury.
