Conn. Gen. Stat. § 16-9a

Sec. 16-9a. Party status in proceedings before authority. In a proceeding before the Public Utilities Regulatory Authority, the authority shall give special consideration to a request for party status from a person whose interests are not otherwise adequately represented by another party to the proceeding and shall not unreasonably deny such request.
