(a) By March 1, 2028, the Department shall issue, to all recipients receiving public assistance on electronic benefit transfer cards, updated EBT cards that incorporate EMV technology. (b) The Department shall seek reimbursement for the costs of transitioning to the use of EMV technology from the Food and Nutrition Service of the Department of Agriculture to the fullest extent permissible under federal law.
