Notwithstanding Code Section 32-5-22 and except as expressly authorized elsewhere in this title, no funds from the State Public Transportation Fund shall be expended for the construction or maintenance of: 195 32-5-23 HIGHWAYS, BRIDGES, AND FERRIES 32-5-25 (1) Private driveways, roads, or bridges; or (2) Public roads that have since been abandoned.
