L. 2000, p. 951, § 9-4, reenacted the reservation of this Code section without change. 46-7-23. Power of commissioner to prescribe and examine books and records of carriers. The commissioner shall prescribe the books and the forms of accounts to be kept by the holders of certificates under this article, which books and accounts shall be preserved for such reasonable time as may be prescribed by the commissioner. The books and records of every certificate holder shall be at all times open to the inspection of the commissioner or any agent of the department for such purpose. The commissioner shall have the power to examine the books and records of all motor carriers to whom he or she has granted certificates or permits to operate under this article and to examine under oath the officers and agents of any motor carrier with respect thereto. L. 2000, p. 951, § 13-1, not codified by the General Assembly, provides that the 2000 Act which amended this Code section becomes fully effective July 1, 2001, but authorizes administrative action commencing April 28, 2000, for purposes of appointing certain officials, adopting rules and regulations, employing personnel, and preparing for and phasing in full implementation; provided, however, that the Governor may by executive order extend the date for full implementation of the Act to no later than July 1, 2003. In accordance with an executive order issued June 29, 2001, by the Governor, the amendment of this Code section by Ga.
