Authorized Expenditure and Emergency Declaration

The Administrator of the Guam Environmental Protection Agency is hereby authorized to utilize reserve funds to make emergency procurements in response to emergency declarations pursuant to this Article and § 5215 of Chapter 5, Title 5, of the Guam Code Annotated, for the purposes of assessment, cleaning up hazardous materials, restoring and repairing damages done to the Guam environment, and provisions for staff pay, equipment, and supplies necessary to support emergency response activities. The use of funds for emergency procurements greater than what is held in the reserve fund shall require Board approval prior to the expenditure of said funds.
