12 GCA § 10113.1

The Council shall focus its discussions on international, regional and local transportation and communications issues to enhance and assist in the long-range planning efforts for the island, including: (a) The exchange of views, plans, contacts and information among members and with national and international organizations on transportation, communications and related matters; (b) The coordination of activities with appropriate local and Federal and international entities including but not limited to the Guam Economic Development Authority, the Guam Environmental Protection Agency, the Aviation Task Force, the Guam Civil Defense, the Guam Educational Telecommunications Corporation, the Territorial Land Use Commission (TLUC), the U.S. Department of Transportation, the Federal Aviation Administration, the Federal Communications Commission, the U.S. Department of Commerce, and the United Nations; (c) The implementation and monitoring of the progress of transportation and communications recommendations made by the TLUC; (d) The formation of recommendations concerning the planning and development of transportation and communications

infrastructure for Guam and the monitoring of progress of infrastructure projects to facilitate better coordination of private sector responses for expansion programs. The Council shall have sixty (60) days after preparing the same to submit its recommendations to the appropriate agencies; (e) The report of its findings and recommendations to the TLUC, the Governor and the Legislature for appropriate action; and (f) The submission of an annual report to the Governor and the Legislature.
