The term “obstruction” as used in § 1013.4 of Title 1, GCA, shall mean the refusal of any government official or employee to issue a license or permit when the applicant qualifies for the permit or license as prescribed by law. SOURCE: Added by P.L. 17-014:5 (June 27, 1983).
