September 28 of each year shall be known as, “Teacher’s Appreciation Day,” and is made a special holiday in Guam in commemoration of the services rendered to the teachers of Guam to the children of Guam. I Maga’håga/Maga’låhi is authorized and requested to issue a proclamation annually honoring all teachers and observing Teacher’s Appreciation Day. I Maga’håga/Maga’låhi shall appoint a Teacher’s Appreciation Day Committee to plan and arrange for the celebration of the day and to honor and present awards and/or recognition to teachers on September 28 of each year, which is the birth date of Confucius a long honored teacher, philosopher, poet and sage.
