Licenses of Non-citizens. The Commissioner shall not grant an original real estate broker’s license to any person who is not a citizen of the United States. This section shall not affect the right of a non-citizen now holding a real estate broker’s license to renewal or reinstatement of his license in accordance with the provisions of this Chapter.
