December 10 of each year is officially declared as Insular Force Guard and Guam Combat Patrol Memorial Day in commemoration of the two hundred and forty- six men who were recruited into the force on the eve of the invasion by Japanese forces. I Maga’håga/Maga’låhi shall issue a proclamation annually calling upon the people of Guam to observe Insular Force Guard and Guam Combat Patrol Memorial Day. I Maga’håga/Maga’låhi shall appoint an Insular Force Guard and Guam Combat Patrol Memorial Day Committee to plan and make appropriate arrangements for the observance of this day. The Committee may consist of representatives of the Executive Branch, the Legislative Branch, the Judicial Branch, various departments and agencies, the descendants of Insular Force Guards and Guam Combat Patrol personnel, and other interested individuals.
