(a) Except as exempted by § 1103, Chapter 1, Title 4 GCA, vehicles leased by the government of Guam shall be clearly identified by either (1) a removable decal or sticker identifying the agency/department to which the vehicle is leased, or (2) by a removable decal or sticker stating that the vehicle is leased by the government of Guam; and (3) shall be also identified by the attachment of a government of Guam license plate, notwithstanding § 7120 of Title 16, GCA. (4) The decal or sticker shall be placed in the lower left corner of the rear window of the leased vehicle. (b) In addition to those vehicles exempted in § 1103 of Title 4 of the Guam Code Annotated, the following vehicles shall also be exempted from the provisions of this Section: (1) vehicles transferring Justices or Judges of the Supreme or Superior Courts of Guam;

(2) vehicles used for security or undercover purposes by instrumentalities of the government of Guam involved in law enforcement activities; (3) vehicles transferring I Sigundo Maga’hågan/Maga’låhen Guåhan; and (4) vehicles, except para-transit and emergency transport vehicles, transferring clients of the Department of Youth Affairs, the Guam Behavioral Health and Wellness Center, and the Child Protective Services Division of the Department of Public Health and Social Services.
