Any person who shall in any way obstruct the operations of the Aircraft Rescue and Fire Fighting Unit in connection with any such fire, or who shall disobey any lawful command of the Officer of the Unit in

charge at the scene of such fire, or of the Guam Fire Department or the Guam Police Department in cooperating with them, shall be guilty of a misdemeanor.
