(a) The DPHSS shall establish standard operating procedures for inspecting a licensed medical cannabis business facility. (b) Authorized members of the DPHSS or law enforcement, the Guam Fire Department, or Department of Public Works may conduct inspections as needed during business hours to ensure compliance with the

local laws, and the Guam Environmental Protection Agency and the Guam Department of Agriculture. The DPHSS shall provide a twenty-four (24) hour notice of inspections. (c) If deficiencies in operational standards are discovered, the facility will be notified in writing, and the DPHSS shall suspend the licensed medical cannabis business’ Permit to Operate. The licensed medical cannabis business shall be given ten (10) business days to correct the deficiencies. (d) The facility may submit a request for reasonable extension to correct deficiencies if the facility can show that the corrections cannot be made within ten (10) business days. The DPHSS shall review and grant or deny the written request for extension within three (3) business days. (e) Failure to correct the deficiencies in the allotted time will result in a notice of closure, and revocation of permit to operate.
