Relief may be granted if under the following circumstances and conditions: (a) (1) an improper certification was based on official records, and (2) the officer did not know or could not by reasonable diligence and inquiry have discovered that the information was incorrect; or (b) (1) the obligation was incurred in good faith, (the officer had no reason to doubt his authority to make the certification); (2) payment was not prohibited by law; (3) the government of Guam received some benefit; and (4) the agency made diligent efforts to collect the debt.
