Notwithstanding any other provision of law, the funds appropriated in this Act in each fiscal year shall not lapse and shall continue to be available until fully expended, and shall not be subject to any transfer authority of I Maga’lahen Guåhan or any inter-fund borrowing, or used for any other purpose.
