Military. The Guam EPA, in coordination with GWA, the Department of Commerce, and all private and military well owners and operators, shall collect salinity and chloride on a monthly basis during drought conditions for use in determining low groundwater level conditions as required in § 14303(b) of this Chapter and other such data as may be deemed necessary to monitor and maintain the integrity of Guam’s sole source aquifer, the Northern Lens. GEPA’s determination that drought condition exist shall be based on the best scientific advice from WERI, National Weather Service, National Oceanographic Atmospheric Administration and other appropriate agencies, that a rise in Pacific Ocean temperatures is indicative of the onset of drought conditions on Guam.
