Aggressive Panhandling and Panhandling at Specified Locations, Prohibited

(a) No person shall engage in panhandling in an aggressive manner in any public place. (b) Motor vehicles; medians. (1) Motor Vehicles. (A) No person shall approach an operator or occupant of a motor vehicle, at any time of day or night, for the purpose of panhandling, while such vehicle is in traffic on a public roadway; (B) No person shall engage in panhandling in the medians of public roadways.
