17 GCA § 16130

This Charter and all its provisions seek to provide the continuity and stability necessary for the University to function as an accredited institution of higher education. To ensure this continuity and stability this Charter of the University of Guam may be amended only after a resolution signed by seven (7) members of the Board request in writing. Legislative approval of any such substantive amendment. No action shall be taken by I Liheslatura unless and until a public hearing is held on the proposed Charter amendment.
