Notwithstanding any law, rule or regulation to the contrary, University of Guam student employees shall not be eligible for retirement, sick or annual leave benefits, and, except as may be specifically provided herein, the personnel rules shall not apply to such employment; provided, however, that such employment shall be considered employment for purposes of the Worker’s Compensation Act.
