A fiscal impact statement shall be required for all initiatives that have an effect upon the revenues or the expenditure of any funds of the

government of Guam. A waiver of a fiscal impact statement shall be required for all measures that do not have an effect upon the revenues or the expenditure of any funds of the government of Guam.
