10 GCA § 19602

During a state of public health emergency, the public health authority may perform physical examinations and/or tests as necessary for the diagnosis or treatment of individuals.

(a) Medical examinations or tests may be performed by any qualified person authorized to do so by the public health authority. (b) Medical examinations or tests must not be such as are reasonably likely to lead to serious harm to the affected individual. (c) The public health authority may isolate or quarantine, pursuant to §19604, any person whose refusal of medical examination or testing results in uncertainty regarding whether that person has been exposed to or is infected with a contagious or possibly contagious disease, or otherwise poses a danger to public health.
