The Governor shall by executive order(s) promulgate rules to accomplish the following: (a) prioritization in force;

(b) outsourcing; (c) absorption; (d) abolition; (e) reorganization; (f) availability rosters; (g) the designation of functions to be absorbed; or (h) the designation of entities to be abolished.
