Except for Guam Visitors Bureau, the A.B. Won Pat International Airport Authority of Guam, and the Governor and the Lieutenant Governor, no officer, employee, or agent of any
public corporation or of any branch, department, agency, or instrumentality of the government of Guam, including, but not limited to, the Guam Power Authority, the Guam Economic Development and Commerce Authority, the Guam Housing Corporation, the Government of Guam Retirement Fund, the Jose D. Leon Guerrero Commercial Port, the Guam Waterworks Authority, the Guam Memorial Hospital Authority, and Boards and Commissions established by law or rule, shall expend public funds for the purchase of alcoholic beverages.
