(a) The TTNC shall adopt and enforce a policy prohibiting solicitation or acceptance of cash payments from riders. Any payment for prearranged rides shall only be made electronically by a digital network, unless the credit card used by the rider is denied. (b) The TTNC may offer a prepaid card to those residents that do not possess a credit card.
