Students entitled to awards pursuant to this Article shall receive the following benefits: (a) payment of tuition and fees up to Ten Thousand Dollars ($10,000) per year, to be determined by the Board of Regents. (b) an annual grant loan of not more than Ten Thousand Dollars ($10,000) per year to be used for room and board, books and educational supplies, to be determined by the Board of Regents. Such grant loans are to be non- interest bearing, except as to unpaid delinquent amounts; and (c) cost of an economy, one (1)-way airfare to the school of attendance, and the cost of an economy, one (1)- way airfare to return to Guam upon completion of studies for which an award was given under this Article.
